The State Transportation Committee adopted the latest 2027 12-Year Program (TYP) on August 5, 2026. The TYP helps to improve PA's transportation infrastructure, enhance safety, and develop modern mobility solutions. You can review the adopted TYP here. This resource hosted on the Talk PA Transportation website includes a complete list of the projects, by county, each which can be clicked into to review additional details including the project description, total cost, and funding plan by fiscal year.

This is state's official mid-range planning tool for compiling, prioritizing, and assigning funding to all planned transportation projects statewide over the next 12 years, and it is developed through a significant collaborative effort to align policies, visions, and goals of PennDOT, the STC, regional/metro/rural planning organizations, transportation stakeholders, and Commonwealth citizens.

PennDOT Secretary and STC Chairperson Michael Carroll says that "while the TYP prioritizes projects that promote safety, improve the condition of our roads and bridges, enhance mobility, and implement technological advancements, transportation in Pennsylvania is bigger than how many and what types of projects we fund. Transportation is about connecting our communities and improving how our people get to work, school, critical services and more It is imperative that Pennsylvania remains a safe place to live, work and visit."
How it all comes together? The TYP is updated every two years following approval of regional Transportation Improvement Programs (TIP). PennDOT combines all 24 regional TIPs with two statewide TIPs to create the Statewide Transportation Improvement Program (STIP), which also becomes the first *four* years of the 12-year TYP. A public comment period was held for the update of the 12-Year Program from 3/3 to 4/30/25.
Who is the STC? The State Transportation Commission serves as the 15-member board of directors of PennDOT and evaluates the condition and performance of Pennsylvania's transportation system, and assesses the resources required to maintain, improve, and expand transportation facilities and services. State law requires PennDOT to update the TYP every two years for submission to the STC for adoption.
