PennDOT seeks public comment on the Statewide Transportation Improvement Program through June 30 before the Draft STIP is then submitted to federal agencies for review and approval. Summary of many Allegheny County projects is included below.
What is the Statewide Transportation Improvement Program (STIP)?
The STIP lists statewide planned projects and assigns funding over a four-year period – with the next iteration dated 2027-2030. The STIP is essentially created by combining the 24 regional Transportation Improvement Programs (TIPs) that have been adopted by Metropolitan Planning Organizations (MPO) and Rural Planning Organizations (RPO), plus two statewide-managed TIPs (Interstate Management Program TIP and Statewide Initiatives TIP) and the Eastern Federal Lands (EFL) TIP. Combined they create the STIP.
PennDOT submits the draft STIP to the Federal Highway Administration, Federal Transit Administration, and the US Environmental Protection Agency for review and approval. It's updated every two years after the regional TIPs are submitted and approved. This STIP makes up the first four years of the 12-Year Program (TYP).
The Draft 2027 STIP that is currently available for public review and comment through June 20, 2026, includes funding from federal, state, local, and private resources over a 4-year period for capital improvements – consisting of a list of prioritized projects/project phases that have been identified for funding by federal fiscal year – including a large number of projects in Allegheny County, for example.
To most easily identify the projects in Allegheny County, the Talk PA Transportation website offers a filterable map resource – an example from which is shown below for Swinburne Bridge rehabilitation work; one of many projects included in the STIP along with others impacting the area commuters using all modes of travel including (but not limited to) these few that we've shortlisted below for a quick, at-a-glance review.
Note: The short-list we've included below the image here uses Project ID numbers and project Titles as reference points.
Community members are encouraged to review the entire list of projects included in the STIP, identify the projects most significant to you and your commuting behaviors, and provide public comment accordingly!

Public participation opportunities include participation locally during the regional TIP updates, during the 12-Year Program update, during the last 2025 STIP public comment period that was held in June/July 2024, and now this active STIP Public Comment Period which is ongoing from June 15, 2026 through June 30, 2026.
